Program Implementation

Tips to Implementation: DWD focuses on managing two clients: the TANF participant and the employer. CBT has worked to address a client's barriers to work from the very beginning so that clients are more likely to succeed in CBT placements. Cultivating and developing relationships with employers willing to participate in CBT have been critical. Employers are provided formal (subsidies for tax credits, on the job training, and work experience) and informal incentives to encourage participation.

Keys to Success: CBT placements mirror the world of work as much as possible. Since many clients have never worked before, this experience allows them to adapt to work circumstances, which in many cases includes failing. However, in CBT, clients are able to make mistakes in an environment where business development associates can work with the client and the employer.

Challenges:

  • Difficulty cultivating and maintaining relationships with employers.

  • Developing placement opportunities to fit the range of skills and functions.

  • Shortage of staff means they are not able to make site visits, so most follow-up is carried out by e-mail.

  • Business development associates must act as mediators.

  • Managing employer expectations and commitment to training.
