A representative of the Ohio Department of Job and Family Services is interested in finding out if any states have successfully implemented programs or other initiatives to help individuals with the "benefit cliff" (i.e., when an individual loses TANF or other benefits due to increase in earnings)—maybe with matching programs, payment points for continued employment, etc.

A representative from Hawaii has two operational/logistical questions regarding TANF/WIOA:

1. How are other States addressing the requirement for an MOU with the one-stop delivery system that includes an agreement on funding costs of the services and the operating costs of the system(§678.500 (b)(2)? For HI, any agreement that includes a financial commitment requires a contract, and not an MOU.

2. How are other States addressing the placement of staff who are part of a collective bargaining unit in one-stop locations that are not operated by the State government, in particular those run by nonprofits? What are the issues, and how have they been addressed?

A representative from the Tuolumne Me-Wuk Tribal TANF program is interested in trainings or ideas for training new Tribal TANF Case Managers on how to use the information from intake assessments in building a Family Self-Sufficiency Plan.

A representative from the Urban Institute would like to know if any states or counties have performance measures based on client employment outcomes. Also, do any states have the ability to track the employment of TANF leavers after they leave the program, and if so, for how long?

A representative from the Utah Department of Workforce Services is interested in whether other states have effective models for individualized, strengths-based TANF employment planning – particularly plans that focus on individual goals along with performance measures and outcomes, and that separate out work activities so they can be flexible, and adjusted based on a client’s progress. Utah is also interested if any states have examples or templates of a strengths-based plan that they would be willing to share, or are any states in the process of developing this? If so, contact information would be helpful. Utah is also interested in information about how states define “strengths-based” in the context of employment planning, and what elements states see as important to include in a comprehensive plan.

A representative from the Michigan Department of Human Services is interested in others States' experience using online tools with TANF populations. What are States using, and how is it working?

A representative from the Pennsylvania Department of Welfare/Bureau of Employment and Training Programs would like to discuss approaches used by States that take immediate action (and forego written notice) to terminate or sanction TANF benefits based on noncompliance with work requirements. Currently, after a TANF recipient has demonstrated non-compliance with work requirements, Pennsylvania conducts a compliance review to determine whether the non-compliance was willful and within the individual's control. If it was willful, a written notice is sent to terminate benefits, which could include sanction. The notice offers appeal rights and benefits are not closed until a 10 day 'appeal window' has passed.
