Jurisdictions are increasingly using funding in innovative ways to meet the economic and concrete needs of families as a child welfare prevention strategy. Concrete supports are provided further upstream to families at risk for child welfare involvement. While there is variation in when and how these flexible dollars are used by child welfare agencies to strengthen families, this Chapin Hall policy brief highlights efforts in Kentucky, Indiana, and Wisconsin to integrate and expand flexible funds as a core component of their prevention continuum.

The RETAIN Demonstration: Comparing RETAIN Enrollees with Other Populations

Record Description

The Retaining Employment and Talent After Injury/Illness Network (RETAIN) demonstration aims to help workers with recently acquired injuries and disabilities remain in the labor force. Following a pilot phase, the U.S. Department of Labor awarded cooperative agreements to state agencies in Kansas, Kentucky, Minnesota, Ohio, and Vermont to fully implement RETAIN services. These five RETAIN programs aim to identify and recruit a subset of workers who could be at risk of exiting the labor force and applying for Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI). This Mathematica brief compares the characteristics of people who enrolled in RETAIN in 2022 with all workers and with applicants for SSDI and SSI.

Post-Pandemic Modernization: How Four TANF Programs Took Strides to Make Their Systems More Accessible and Responsive to Communities

Record Description

The COVID-19 pandemic of 2020-2023 forced TANF programs to rethink service delivery. Programs were forced to find new ways to implement policies and innovate through the use of technology. In response, the Office of Family Assistance (OFA) launched the Leveraging America’s Social and Economic Resilience (LASER) TANF Learning Community (TLC). LASER TLC builds on the immediate adaptations to the pandemic. It helps programs design and implement sustainable strategies for the post-pandemic world.

Four of the ten program teams, highlighted here, focused their efforts on modernization projects. These four TANF program teams are: the Scotts Valley Band of Pomo Indians Tribal TANF program; the North Carolina Work First Program; the Kentucky Works Program; and the North Dakota TANF Program.

This brief highlights the small and large ways of approaching TANF modernization. It further offers insight into what can be achieved through small, intentional steps guided by a bold vision for innovation.

Cross-System Collaborative Approaches to Promote Workforce Development for Youth with Justice Involvement: A Collection of Case Studies

Record Description

Economic stability and employment during young adulthood are critical to long-term economic security, and today, many young adults face longer periods of financial insecurity than in the past. Young people affected by the justice system face additional barriers to achieving economic stability and employment with research showing that formerly incarcerated people are almost five times more likely than the public to be unemployed. This report details the findings of a joint project between The National Youth Employment Coalition and Urban Institute to conduct case studies of five sites that launched or implemented a broad-based, cross-system collaborative to promote workforce development and better provide labor market opportunities for justice-involved youth. The case studies include a detailed analysis of each site’s collaborative efforts, key stakeholders, best practices for systems collaboration, an exploration of funding sources, and sustainability efforts.

States and Tribes Approved to Participate in the Families Are Stronger Together Learning Community (FAST-LC)

Record Description

The Office of Family Assistance and Children’s Bureau have announced the 10 sites selected to participate in the FAST-LC. The FAST-LC is a 12-month initiative operating from September 2023 through September 2024. The Learning Community will focus on promoting innovative prevention strategies to mitigate and reduce families’ involvement with the child welfare system through partnerships between TANF and Child Welfare programs. Site teams will benefit from a robust suite of individualized training, technical assistance, and coaching support, as well as regular opportunities for collaborative learning and sharing across site teams.

The states and tribes participating in the FAST-LC are:
• Arizona Department of Child Safety and Department of Economic Security;
• Arkansas Department of Human Services;
• California Department of Social Services;
• Chippewa Cree Tribe of the Rocky Boys Reservation (Montana),
• Iowa Department of Health and Human Services;

Kentucky LASER TLC Site Journey

Record Description

The Office of Family Assistance initiative, “Leveraging America’s Social and Economic Resilience TANF Learning Community” (LASER TLC), supported ten TANF Programs across the country as they worked to address the challenges of human service delivery in response to the COVID-19 pandemic, and focused on improving and delivering more responsive services to their TANF families. This document shares Kentucky’s journey during their participation in the 18-month learning community. The site journey conveys how their LASER TLC site team, along with support from their dedicated coaching team and application of the LI2 framework, contributed to developing their action plan and strategizing the implementation of their change agenda to benefit TANF families.

Technology-Based Learning in the Public Workforce System: Emerging Policy and Practices in States

Record Description

This report reviews the use of technology-based learning (TBL), covering employability or soft skills, basic literacy and numeracy, technological literacy, job search skills, and occupational training and certification. It also examines approaches used to increase remote access for TBL, perceived barriers in implementing TBL at American Job Centers, and the American Job Center staff perceptions of the effectiveness of existing TBL services. The report is based on site visits at five state workforce agencies (in Massachusetts, Kentucky, Utah, Minnesota, and California) and nine American Job Centers in these states as they were developing policies for expanding the use of TBL.
