This MDRC toolkit provides guidance, drawn from learning and experience, on how to use data to inform program improvements. It collects concrete strategies and practitioner-tested tools designed to advance these efforts. These materials were developed in pilot projects with local Temporary Assistance for Needy Families agencies as part of the TANF Data Collaborative (TDC).

It is organized according to the five phases of completing a data analytics project used in the TDC’s framework:

The TANF Data Collaborative (TDC) Pilot, an initiative that is part of the TANF Data Innovation project, was designed to expand TANF agencies’ use of TANF administrative and employment data to better improve program services and outcomes for families with low incomes. This Office of Planning, Research and Evaluation resource showcases some of the tools and resources used to facilitate the “learning by doing” approach of the TDC pilot. The materials in this toolkit offer concrete strategies and practitioner-tested tools designed to inform program improvements using administrative data and to advance these efforts sustainably into the future.

Evaluations of employment and training programs often use state unemployment insurance (UI) wage records to measure effects on participants’ employment and earnings. However, UI wage records have some constraints, including:

• Missing earnings from certain types of work, such as self-employment, informal “off-the-books” jobs, and employment with the federal government; and
• Not capturing out-of-state work. This MDRC brief examines the implications of relying only on in-state UI wage records to evaluate programs that are designed to increase employment and earnings.

This brief builds on the work of National Evaluation of Welfare-to-Work Strategies, an assessment of a series of programs that were implemented and evaluated in the 1990s, by presenting differences between the National and Oregon-only data sets in employment rate impacts annually through Year 20. It also presents year-by-year differences in earnings impacts, comparing Oregon-only earnings data with data from a broader group of states.

The Tennessee Temporary Assistance for Needy Families (TANF) Opportunity Act funds seven grantees to provide services to families with low income, each aimed at improving education, health, and economic outcomes for adults and children. This Urban Institute resource is a baseline scan which describes the demographic and economic context within which the seven pilot programs are operating as of the start of the programs’ implementation. The context described includes demographic information, income measures and poverty rates, employment and education data, safety net program caseloads, and health information. This baseline scan provides information on the circumstances of Tennessee families to support the evaluation of the TANF Opportunity Act pilot programs. The data presented in this baseline report will also serve as a starting point for a data dashboard tracking changes during the pilots.

This Office of Planning, Research, and Evaluation toolbox highlights selected resources and tools that are particularly relevant for current and future Tribal TANF-Child Welfare Coordination (TTCW) grantees, and that may also be relevant for other human services programs. Resources included address the following topic areas: developing and using logic models for systems change; planning for data collection and collecting data; collecting and using stories in program research and dissemination; collaborative approaches to screening and assessment; data sharing and protecting sensitive information; performance measurement; data-driven decision making and continuous quality improvement; measuring collaboration; measuring program outcomes; dissemination; and sustainability.

State and local leaders at Temporary Assistance for Needy Families (TANF) agencies have been increasingly focused on using administrative data from TANF and other agencies to better assess how well programs are working, inform policies and practices, and improve the lives of families with low incomes. Economic mobility through employment retention and advancement is of particular interest to TANF leaders, but administrative data on TANF recipients’ earnings are often difficult to access except for the purpose of investigating noncompliance. This MDRC toolkit was created to help TANF professionals develop more robust, data-driven practices using administrative data on earnings.

Skills are emerging as a valuable new currency in the labor market, challenging traditional degree-based hiring practices. This Jobs for the Future resource delves into catalytic opportunities to drive the adoption of skills-based models and unlock the full potential of workers, including:

Government agencies collect administrative data in their day-to-day activities, primarily to support program operations. This information is used less often as a research tool or fully harnessed for its evidence-building potential. ACF’s TANF Data Innovation (TDI) project supported innovation and efficiency within the TANF program by expanding its use of its administrative data. This Office of Planning, Research and Evaluation brief describes TDI’s efforts to transform federal TANF and employment data into an integrated resource for program management and evidence building.

This Administration for Children and Families report provides data for fiscal year (FY) 2016 through FY 2021 and presents information regarding TANF expenditures and caseloads, work participation and earnings, the characteristics and financial circumstances of TANF recipients, TANF performance measures, interactions between TANF and child support, as well as specific provisions of state TANF programs. In addition, this report documents current family self-sufficiency and stability-related research, provides national data on non-marital births, and presents child poverty statistics.
