OFA Webinar: Providing Mental Health Services for TANF and Other Low-Income Participants

The Office of Family Assistance hosted a Webinar on Providing Mental Health Services for TANF and Other Low-Income Participants on Wednesday, June 15, 2016 from 12:30-2:00 p.m. ET. In this facilitated webinar, presenters provided an overview of the challenges programs face in providing mental health services; progress made in states since welfare reform in 1996; and newer implications and opportunities for collaboration in the context of the Affordable Care Act (ACA) and the Workforce Innovation and Opportunity Act (WIOA). Presenters provided examples from programs that have taken different approaches to addressing the mental health needs of TANF and other low-income participants, through work opportunities coupled with supportive services, partnerships with outside mental health services, and connection to Supplemental Security Income (SSI). Presenters included: Dr. Mary Spooner, Senior Manager, ICF International; Miranda Gray, Reach Up Administrator, Economic Services Division, Vermont Department for Children and Families; and Timothy Cantrell, Assistant Deputy Commissioner for Rehabilitative Services, Human Resources Administration, New York City Department of Social Services.

Former Foster Youth: Employment Outcomes Up to Age 30

Record Description
This article from the Children and Youth Services Review discusses a study that followed former foster care youth up to age 30 to see if they continued to experience the same poor employment outcomes that have been indicated in studies of former foster care youth between ages 18 and21. The study found that low rates of employment and earnings continued until age 30, but work experience before age 18 did improve outcomes for those youth during their mid to late twenties. The findings have implications for discussions about extending services to foster care youth even after they reach adulthood.

Summer Electronic Benefit Transfer for Children (SEBTC) Demonstration: A Summary Report

Record Description
The Summer Electronic Benefit Transfer for Children (SEBTC) demonstration was implemented by the U.S. Department of Agriculture (USDA) with the goal of reducing summer food insecurity for children. Children eligible for free or reduced-price school meals received Supplemental Nutrition Assistance Program (SNAP) or Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) EBT cards. During the first two summers of the demonstration (2011 and 2012), eligible children received a $60 monthly benefit. Summer 2013 compared the impacts of a $30 benefit to a $60 benefit, and summer 2014 examined implementation strategies and benefit use patterns. This USDA report provides an analysis of the data.

Department of Labor Introduces WorkforceGPS
