ETA Region 2 Discovery Session: How Can ETA Assist Our Grantees in Serving Disconnected Youth under WIOA?

On December 1, 2015, the U.S. Department of Labor, Employment and Training Administration (ETA), Region 2 hosted the How Can ETA Assist Our Grantees in Serving Disconnected Youth under WIOA? Discovery Session. The session involved state workforce leaders, Temporary Assistance for Needy Families (TANF) representatives, and leaders from youth-serving workforce programs and nonprofit organizations within ETA Region 2. ETA designed the session to assist in identifying technical assistance needs of workforce programs in ETA Region 2. Specific session topics included: Studying Summer Jobs for Disadvantaged Youth; The Employment Situation of Youth, Veterans, and Persons with Disabilities; and Youth Perspectives on various youth serving programs, presented through a facilitated panel discussion. The session also focused on information sharing and gathering through group reflections designed to offer suggestions for future technical assistance delivery.

February was Teen Dating Violence Awareness Month

Record Description
Nationwide, nearly 1.5 million high school students experience physical abuse from a dating partner each year. Additionally, about 1 in 3 teenagers has experienced some form of abuse by a dating partner. This blog post was written by the Associate Commissioner of the Family and Youth Services Bureau (FYSB) to highlight the importance of addressing Teen Dating Violence as part of ongoing FYSB and ACF activities to enhance health, safety, and wellbeing for all children, youth, and families.

Supporting Parents Who Work and Go to School: A Portrait of Low-Income Students Who Are Employed

Record Description
Recent research has focused on the low completion rates of students attending community colleges and four-year schools, and the need to make institutions more accessible to nontraditional students. Passage of the Workforce Innovation and Opportunity Act (WIOA) and the reauthorization of the Child Care Development Fund (CCDF) may provide additional opportunities to support these students. Nationwide, approximately 1 million low-income working parents attend school. This brief from the Urban Institute looks at the working student-parent population and the supports and interventions that may facilitate their educational success.

Young Children in Deep Poverty

Currently, 11 percent of young children under age 10 live in households with incomes below 50 percent of the federal poverty line. This fact sheet from the National Center for Children in Poverty (NCCP) compares the early health, development, and risk characteristics of young children living in deep poverty to children in families that are poor, but not deeply poor, and children in families that are not poor.

What Works for Disconnected Young People? A Scan of the Evidence

Record Description

This purpose of this paper, from MDRC, was to conduct a scan of the current state of the evidence regarding what works in helping disconnected young people. To develop the paper, MDRC conducted a literature review and reviews of websites to learn about current policy trends and evaluations in process. To supplement lessons from written materials, MDRC interviewed practitioners in the field.

Racial and Ethnic Disparities in Human Services, 2015 – 2017

Record Description

The Office of Planning, Research and Evaluation (OPRE) at the Administration for Children and Families (ACF) is conducting new research on this topic with the goal of learning more about potential racial and ethnic disparities in human services and how a better understanding of these disparities could be used to improve human service program delivery for ACF. The project will investigate ethnic and racial differences in the access to and take-up of human services and will develop a plan to analyze racial and ethnic disparities in the nature and quality of services received and outcomes of services. Particular ACF programs of interest include TANF, Head Start, Child Care, and Child Support. The project has been awarded to the Urban Institute and will run from September 2015 through March 2017. This Heartland Alliance sponsored webinar featured advocacy organizations, philanthropic institutions, and community-based service providers who are working to ensure that WIOA state and local planning takes into account the needs of the workforce and the interests of individuals facing barriers to employment. The webinar was held on March 3, 2016.

A representative from the Utah Department of Workforce Services is interested in whether other states have effective models for individualized, strengths-based TANF employment planning – particularly plans that focus on individual goals along with performance measures and outcomes, and that separate out work activities so they can be flexible, and adjusted based on a client’s progress. Utah is also interested if any states have examples or templates of a strengths-based plan that they would be willing to share, or are any states in the process of developing this? If so, contact information would be helpful. Utah is also interested in information about how states define “strengths-based” in the context of employment planning, and what elements states see as important to include in a comprehensive plan.
