This brief synthesizes the work the states and tribes participating in the Office for Family Assistance and Children’s Bureau’s joint-initiative “Families Are Stronger Together Learning Community” (FAST-LC) accomplished. It highlights implementation issues and the strategies the participating states and tribes employed in their partnership efforts and their prevention-oriented activities. The brief also identifies sustainability issues the sites confronted and addressed.

Traffickers exploit individuals through economic coercion or abuse. Many individuals who experience trafficking are not allowed to decide when or how to earn money, keep their earnings, or control their personal finances. A provision in the Fair Credit Reporting Act serves as an important tool for helping people who have experienced trafficking; the Debt Bondage Repair Act (DBRA) allows for removal of adverse credit information resulting from someone’s trafficking experience. This Office on Trafficking in Persons resource highlights DBRA success stories where individuals in California and Arizona were able to remove adverse credit information that accumulated during their trafficking experience.

The Office of Family Assistance and Children’s Bureau have announced the 10 sites selected to participate in the FAST-LC. The FAST-LC is a 12-month initiative operating from September 2023 through September 2024. The Learning Community will focus on promoting innovative prevention strategies to mitigate and reduce families’ involvement with the child welfare system through partnerships between TANF and Child Welfare programs. Site teams will benefit from a robust suite of individualized training, technical assistance, and coaching support, as well as regular opportunities for collaborative learning and sharing across site teams.

The U.S. Department of Labor, Employment and Training Administration will host a webinar on June 22, 2021 from 1:00 p.m. to 2:30 p.m. ET which will examine the assessment and development of soft skills for job seekers. Presenters will share how they selected and implemented soft skills assessment tools in their organizations, and discuss tips and advice for improving the soft skills of job seekers. Speakers include representatives of GPS Education Partners, the Alamo Colleges District, the State of Arizona, and the Washington Greene County Job Training Agency, Inc.

The U.S. Department of Labor, Employment and Training Administration will host a webinar on March 16, 2021 from 2:00 p.m. to 3:30 p.m. ET to cover best practices in work-based learning at the state level. Work-based learning offers participants the ability to combine employment with training. Presentations will be made by representatives of the Missouri Department of Higher Education and Workforce Development, WorkSource Oregon, the New Hampshire Department of Employment Security, the Maricopa County (Arizona) Human Services Department, the Minnesota Department of Employment and Economic Development, and Adaptive Construction Solutions, Inc.

As part of its M.A.N. C.A.V.E. (Men All Need to be Caring, Actively-Engaged, Vested, and Encouraged) Fatherhood Initiative, which aims to improve child well-being and promote positive relationships between fathers and their children, the City of Phoenix Head Start Birth to Five Program is sponsoring a free Fatherhood Virtual Summit on December 3, 2020 and December 4, 2020 from 9:30 a.m. to 6:30 p.m. ET. This event will combine keynote presentations and breakout sessions geared toward parents, grandparents, foster care providers, educators, and others who work with or raise boys.

This research-to-practice brief identifies lessons learned from six child support agencies in Arizona, California, Michigan, Ohio, and Virginia as they implemented the Procedural Justice-Informed Alternatives to Contempt (PJAC) model of child support enforcement. The PJAC model incorporates fairness in dispute resolution over child support payments and suggests that if a non-custodial parent perceives the process to be fair, he or she is more likely to comply with the order, regardless if the outcome of the process is favorable to them.

This research to practice brief from the Office of the Assistant Secretary for Planning and Evaluation describes examination of findings from nine rural programs that serve child welfare-involved parents with substance use disorders. The examination was unable to provide information on program effectiveness but does focus on the range of services offered, the targeted population, how funding is blended, and collaborative approaches of these programs. Programs covered in this brief are: Children and Recovering Mothers (CHARM) Care Collaborative (Burlington, Vermont); Iowa Department of Human Services Parent Partner Mentoring Program; Kentucky Sobriety Treatment and Recovery Teams (START); Vermont Hub and Spoke Model; Women in Recovery (Tulsa, Oklahoma); The Arizona Families in Recovery Succeeding Together (FIRST) Program; Helen Ross McNabb Center (HRMC) Great Starts Program and Motivating our Mothers to Succeed Silver Linings and Rise to Recovery Models (Knoxville, Tennessee); and Parent-Child Assistance Program (Washington State).

This fact sheet illustrates how Tennessee, Virginia, West Virginia, and Ohio offered non-recurrent short-term TANF benefits as flexible responses to address the needs of TANF-eligible populations during the COVID-19 pandemic. The sheet also briefly notes how Arizona, Illinois, Indiana, and Florida have implemented flexible adaptions to TANF work requirements. SNAP approved waivers are also highlighted.

This research-to-practice brief describes the Procedural Justice-Informed Alternatives to Contempt (PJAC) demonstration project and its integration of procedural justice principles into enforcement practices in six child support agencies in Arizona, California, Georgia, Michigan, Ohio, and Virginia. The premise of PJAC is that if defendants perceive the dispute resolution process to be fair, they will comply with the outcome of the process, regardless of whether the decision was favorable to the defendant. The target population of the PJAC demonstration project is noncustodial parents being referred for civil contempt of court-mandated child support even when these parents have been determined to be able to pay it. Implementation of PJAC addresses noncustodial parents’ perception of the court system proceedings and reasons for nonpayment, how to improve consistency of their payments, and ways to promote their positive engagement with the child support agency as well as the other parent.
