Interpretations and Implications of Findings from Welfare Leavers Studies

The Welfare Peer Technical Assistance Network, funded by the Administration for Children and Families (ACF), Office of Family Assistance (OFA), Department of Health and Human Services (DHHS) coordinated this workshop in conjunction with the Office of Assistant Secretary for Planning and Evaluation (ASPE), DHHS. Ms. Julia Isaacs, Director, Data and Technical Analysis Division, ASPE/HSP, led the planning and conduct of this workshop. It was intended for states or counties that were awarded specific ASPE grants in 1998 to study welfare “leavers.”

Improving Performance and Participation in Large Urban Centers

Record Description

The ability of States and counties to meet TANF participation goals through the use of subsidized employment, work experience and community service strategies has been a central part of TANF. Recognizing these realities, especially those facing large urban centers, the California Department of Social Services made a Technical Assistance (TA) request on behalf of their largest urban center (Los Angeles) and on behalf of four very similar urban centers (Chicago, Houston, New York City and Philadelphia.) The five target cities were led through a series of facilitated discussions involving the core subject areas of performance management and contracting, saturation engagement, diversion and immediate employment, and re-engagement and sanctions.

This short report describes the Roundtable entitled Developing Strategies to Address the Child-Only Caseload that was held April 8-9, 2003 in Colorado Springs (El Paso County). The Welfare Peer Technical Assistance Network conducted discussion with State TANF administrators around the country to assess their current policies and programs designed to meet the needs of the child-only caseload, and to gauge their level of interest in participating a Roundtable on this topic. The full report fully describes the meeting, attended by California, Colorado, Hawaii, Missouri, Nevada, New Jersey, Oklahoma, South Carolina, Texas, Virginia, and Washington, and includes important highlights and lessons learned.

Post-Employment Training Workshop

The Welfare Peer Technical Assistance (TA) Network, funded by the Administration for Children and Families (ACF), Office of Family Assistance (OFA), Department of Health and Human Services (DHHS) assisted the Massachusetts Department of Transitional Assistance (DTA) in the planning and coordination of this workshop involving select representatives from sixteen Service Delivery Areas (SDAs), various workforce investment boards, several community colleges, employers, and key individuals from various private welfare service organizations from around the state of Massachusetts. The Massachusetts Department of Labor and Workforce Development also participated along with representatives from the DOL Region I office.
