Evaluation of the Student and Family Stability Initiative

Record Description
The Urban Institute was contracted by a Washington State housing authority to evaluate its 2013-2016 Student and Family Stability Initiative that provided supportive housing and employment to homeless or vulnerable families with elementary-aged children. Case management for those willing to work was combined with short-term financial assistance for housing-related costs, like searching or moving expenses. The program successfully raised participants’ income and promoted housing stability and income gains after the program ended, but also had high attrition rates. Households that opted out, failed to find housing, or failed to complete the program because they fell out of touch with case managers represent areas for programmatic improvement. The program may be more cost-efficient than providing long-term assistance like Housing Choice Vouchers, but it was difficult to understand how well the housing pilot program worked.

Veterans in Workforce Development: Participation and Labor Market Outcomes

Record Description
This working paper from the W.E. Upjohn Institute compares employment and earnings of veterans to non-veterans after accessing workforce development services in Washington State. The cohort was followed over the course of eight years, and the rate of veteran participation in workforce programs was predictably higher in programs specifically targeting veterans. The employment rates for veterans after receipt of program services were still substantially lower than non-veterans.

Becoming Employed Starts Today (BEST)

Record Description
Supported employment services in Washington State for individuals with mental illness were discontinued in 2012, resulting in uneven service offerings across the state. This report prepared by the Division of Behavioral Health and Recovery outlines the primary goals of the Becoming Employed Starts Today (BEST) program and provides baseline profiles and initial service information for participants. BEST is a five-year federally funded pilot program to provide evidence-based supported employment services to individuals with serious mental illness at two sites in Washington State. Program goals for participants include higher employment rates, reduced hospitalization and criminal justice system rates, and improved well-being.

Establishing Coaching and Motivational Interviewing Practices in TANF Programs

This practice brief highlights the efforts of four Office of Family Assistance, Systems to Family Stability National Policy Academy teams that redesigned their TANF case management systems to support client coaching and motivational interviewing strategies. OFA Webinar: Strengthening the Safety Net for Survivors Through Collaboration

Record Description

A virtual roundtable was held on November 30, 2017 from 1:00-5:00 p.m. EST, co-presented by the Office of Family Assistance, the Office of Child Support Enforcement, and the Family and Youth Services Bureau. Via plenaries and breakout sessions, the roundtable  defined family violence, explained good cause, and highlighted examples of excellence across the nation.

The Opening Plenary Session was titled, "Family Violence and Accessing and Applying for Public Benefits and Work Supports: Challenges and Solutions," and was led by Dr. Janet Mickish, Lead Trainer and Manager of Staff Development, Colorado Department of Human Services and Krista Del Gallo, Public Policy Manager, Texas Council on Family Violence (TCFV).

The Plenary was followed by 4 breakout sessions to include:

  • Breakout Session #1: Discussion Around Building Good Relationships with DV Coalitions and Programs
  • Breakout Session #2: Promoting Disclosure and Safety for Victims Accessing Child Support
  • Breakout Session #3: Establishing Good Cause
  • Breakout Session #4: Family Violence with Native American Populations

The roundtable closed with a plenary titled, "State and Local TANF/Child Support Programs of Excellence," led by Meghan McCann, National Conference of State Legislatures; Amber Harchuk, Temporary Assistance to Domestic Violence Survivor’s (TA-DVS) Policy Analyst and DHS Domestic Violence Co-Located Advocates Program Coordinator; Belit Burke, Self-Sufficiency Program Administrator, Oregon Department of Human Services; and Traci Underwood, Program Coordinator, Economic Justice Project, Washington State Coalition Against Domestic Violence. 

Systems to Family Stability State Profiles

The Office of Family Assistance’s (OFA) Systems to Family Stability National Policy Academy (Policy Academy) was an 18-month intensive technical assistance (TA) initiative in 2015–2016 for seven states and one county interested in modernizing and improving Temporary Assistance for Needy Families (TANF) practice. During the initiative, sites received dedicated coaches, onsite strategic planning, access to expert consultants, and tailored written resources. Additionally, they participated in several in-person convenings, peer exchanges, and virtual training. These state profiles detail the journey and lessons learned of the 8 teams that participated in the Policy Academy.

Building America’s Infrastructure Workforce: Partnering with Industry to Meet the Demand for Skilled Workers

Record Description
Upgrading America’s transportation and physical infrastructure is a bipartisan priority, and also an opportunity to provide millions of jobs to Americans who are unemployed or underemployed. This National Skills Coalition report describes the education and training policies that are necessary to prepare enough skilled workers to meet the demand that a large investment in infrastructure would create. The authors recommend creating and expanding sector partnerships in the infrastructure industry, creating incentives for apprenticeships and work-based learning, and funding support services to ensure that work-based learning participants are fully ready to work. This report also includes examples of successful transportation sector partnerships from Seattle and Central Iowa.

Understanding “Benefits Cliffs”: Implications for Helping Washingtonians Advance to Self-Sufficiency through Workforce Strategies

Record Description
The goal of workforce development efforts serving individuals in poverty is to provide them with the skills and credentials they need to increase their earnings in the labor market and advance to self-sufficiency. It is important for workforce stakeholders to understand that low-income families’ household income is often partly comprised of public benefits (such as supports for housing, child care, and health care) that phase out as increases in earnings are made through higher wages and/or more hours on the job. Rapid phaseouts of benefits – what are known as “benefits cliffs” – can have the effect of canceling out large portions of a family’s earnings gains, or even make a family substantially worse off from a self-sufficiency standpoint that prior to its earnings gains. This latest research by the Seattle Jobs Initiative examines the impact of benefits cliffs on low-income Washington families. The goal is to support workforce and social service providers in their efforts to better help these families to navigate the potential loss of benefits as they assist them to make earnings gains.
