Leading Through Yet Another Change—Preparing for Engaging All Individuals and Families in TANF Programs - Project Improve

TANF agencies across the country are preparing to or beginning to reinstate participation requirements that had been waived during the height of the COVID-19 pandemic. The Office of Family Assistance’s Project IMPROVE team moderated a panel of TANF leaders across the country on this topic on July 21, 2022. In this evolving service context, this webinar provided space for TANF leaders and staff across the country to share experiences, challenges, and lessons around participant engagement in TANF work activities. Panelists shared their plans for supporting staff and program participants through the transition to engaging all individuals and families. They responded to questions around challenges, best practices, and lessons learned.

This brief outlines how New York City’s Human Resources Administration (HRA) successfully restructured its upfront assessment process for individuals receiving Cash Assistance by utilizing data-driven reflection. In particular, HRA used a method called Learn, Innovate, Improve, an approach that supports rapid agency changes and ongoing improvement through the incorporation of data-informed reflection into the process of evaluating and refining solutions. HRA found that implementing this collaborative, evidence-based decision-making technique is both feasible and effective.

Case Study Report — Iowa’s Integrated Data System for Decision-Making (I2D2)

Record Description

Individuals who receive human services and other assistance often receive those services from several independent programs. Analyzing data from multiple programs can improve leadership’s understanding of the overall system and how to improve services for all recipients. However, sharing data with other offices and agencies often raises legitimate concerns, such as whether it complies with applicable law, meets individuals’ privacy expectations, or creates a security risk. This case study reviews the data privacy and confidentiality challenges that Iowa encountered and resolved, and also discusses how Iowa’s Integrated Data System for Decision-Making (I2D2) worked with its stakeholders to develop a solution that met their needs and expectations.

A Question about If Cryptocurrency is Countable for TANF Eligibility

Question Text

A representative from the Virginia Department of Social Services (VDSS) would like to know if any other states or tribes deem virtual currency countable for TANF eligibility and if so, how are they implementing this? If VDSS were to do this, they would need to update their state program guidance to reflect how it would be countable. In addition, their state's cash management system would need to be updated to automatically convert virtual currency to US dollars when program participants indicate receipt of income with virtual currency.

Child Tax Credit Has a Critical Role in Helping Families Maintain Economic Stability

Economic assistance programs help provide low-income individuals and families with income stability, with benefits accruing not just to the families receiving assistance but to the economy as a whole. This paper reviews how cash assistance programs—the Earned Income Tax Credit (EITC), Child Tax Credit, and TANF—and other in-kind supports, such as SNAP, Medicaid, and housing assistance, serve as a backstop for unpredictable income, low income, and joblessness among low-income households who face economic transitions. The paper also highlights the critical role of the expanded Child Tax Credit, which provided families a monthly cash payment between July and December 2021.

State Fact Sheets: Trends in State TANF-to-Poverty Ratios

In 2020, for every 100 families in poverty, just 21 families received TANF cash assistance — down from 68 families when TANF was first enacted in 1996.
