The Consumer Financial Protection Bureau, in partnership with ICF International, released a toolkit that intends to equip frontline program staff with fundamental financial empowerment principles, an understanding of consumer financial protection, tools and information to help clients take steps to build and apply money management skills, and a referral guide to link clients to local financial empowerment services. Financial empowerment trainers can use the toolkit to train case managers and other frontline staff that are working with clients in a variety of contexts: asset building programs, TANF and workforce programs, Head Start, refugee resettlement services, programs for at-risk youth, programs serving people with disabilities, and more.

Is WIC Reaching Those in Need? Children's Participation in Nutritional Policy during the Great Recession

The Institute for Research on Poverty released a discussion paper that explored whether exposure to the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) increased during the Great Recession. The study also examined how participation in the program was divided across various racial/ethnic and socioeconomic groups. Findings from the study demonstrated that age was a prominent indicator of participation in WIC, and that socioeconomic differences decreased due to an increase of WIC participation by children from wealthier families.

Moving Pathways Forward: Supporting Career Pathways Integration

Food Access Research Atlas

The Economic Research Service, United States Department of Agriculture, released a food access research atlas that presents a spatial overview of food access indicators for low-income and other Census tracts using different measures of supermarket accessibility. The mapping tool also provides food access data for populations within Census tracts and offers Census-tract-level data on food access for download for community planning or research purposes. Users are also able to create maps showing food access indicators by Census tract using different measures and indicators of supermarket accessibility, view indicators of food access for selected subpopulations, and download Census-tract-level data on food access measures.

The Effects of Safety Net Programs on Food Insecurity

The University of Kentucky's Center for Poverty Research released a discussion paper that explores whether the safety net reduces food insecurity for families and children who receive any of the five major safety net programs: Temporary Assistance for Needy Families (TANF), Supplemental Security Income (SSI), Earned Income Tax Credit (EITC), Supplemental Nutrition Assistance Program (SNAP), and Medicaid. The results indicated that the various safety net programs do improve food security.

Understanding urban Indians' interactions with ACF Programs and services: Literature review

What is known about urban American Indian/Alaska Native (AI/AN) children and families’ engagement with government services? This literature review summarizes what is known about the status of urban American Indian/Alaska Native (AI/AN) children and families including their history of engagement with government services and the potential impact historical policies have had on current government service use. It also explores urban AI/AN families’ cultural engagement and ways in which cultural identification might pose barriers or facilitate access to services provided by ACF. In addition, existing literature is examined for information about how the context in which these families live might facilitate or impede access to services. Finally, the review incorporates what is known about the current level of urban AI/AN need for and utilization of ACF-funded services. (author abstract)

Personal Responsibility and Work Opportunity Reconciliation Act of 1996

This statute ended the Aid to Families with Dependent Children welfare entitlement program, replacing it with the Temporary Assistance to Needy Families (TANF) block grant program, which provides cash assistance to needy families and requires families to make verifiable work efforts to leave welfare. It also allowed funds to be used to encourage the maintenance and formation of two-parent families. A second block grant under the statute provided funds to states to subsidize child care for low-income families.
