The Administration for Children and Families, Office of Family Assistance, in partnership with the Children’s Bureau, announces a new TANF-Child Welfare Learning Community. The “Families Are Stronger Together: TANF & Child Welfare Partnering for Prevention Learning Community (FAST-LC)” will center on innovative prevention strategies to strengthen families and mitigate and reduce their involvement with the child welfare system through partnerships between TANF and Child Welfare programs. The FAST-LC is a one-year initiative slated to launch in September 2023 and conclude in September 2024. An August 10, 2023 webinar discussed the self-nomination process and benefits of the FAST-LC.

The “Families Are Stronger Together: TANF & Child Welfare Partnering for Prevention Learning Community (FAST-LC)” will center on innovative prevention strategies to mitigate and reduce families’ involvement with the child welfare system. The FAST-LC is a one-year initiative slated to launch in September 2023 and conclude in September 2024 and will involve up to 10 state and tribal TANF programs.

A self-nomination package to participate in the FAST-LC can be requested and questions can be submitted at any time by contacting TANF-CWLearningCommunity@blhtech.com. An interest webinar was held on August 10, 2023 from 2:00 p.m. to 3:00 p.m. ET to provide additional information about the FAST-LC and the self-nomination process as well as answer live questions. All steps needed to complete self-nomination submissions must be completed by September 7, 2023 at 6:00 p.m. ET.

The Administration for Children and Families (ACF) is requesting to extend approval of the Temporary Assistance for Needy Families (TANF) Data Reporting for Work Participation, with proposed revisions. Revisions are intended to improve the clarity of the instructions, streamline reporting, and ensure all instructions are up-to-date.

ACF is proposing to continue the same information collections with only changes to instructions to improve clarity and eliminate data elements and guidance that are no longer relevant. The Work Verification Plan Guidance has been updated to incorporate further guidance that was published in 2006. The TANF and SSP–MOE Data Report instructions were revised to streamline the data collection, reduce the burden on respondents by eliminating unnecessary data elements, and clarify confusing data elements. The TANF and SSP–MOE Data Report layouts were also updated to reflect the streamlined instructions. The TANF Sample Manual was revised to eliminate outdated and unused sections.

ACF specifically requests comments on (a) whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information; (c) the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology. Consideration will be given to comments and suggestions submitted no later than August 26, 2023.

Copies of the proposed collection of information can be obtained and comments submitted by emailing infocollection@acf.hhs.gov. Identify all requests by the title of the information collection.

Mothers living in poverty often face complex circumstances and major stressors that strain mental health and make it difficult to get and keep a job. The Mental Health Outreach for Mothers or MOMS Partnership® is a community-based model for helping mothers with low incomes manage their stress, reduce depressive symptoms, and improve their social and economic mobility. Central to the model is an 8-week stress management course based on cognitive behavioral therapy that is co-facilitated by skilled clinicians and mothers from the community with lived experience similar to mothers who enroll in the program; the mothers with lived experience are called Community Mental Health Ambassadors (CMHAs). Other features of the program include the use of incentives to support regular attendance and providing services in a central community location. The MOMS Partnership was launched by the Yale School of Medicine in New Haven, Connecticut in 2011 and has been implemented in TANF, public housing agencies, and other related programs. The Office of Family Assistance hosted a webinar on June 29, 2023 which provided participants with the opportunity to learn more about MOMS and the implementation experiences in TANF programs. Speakers included staff from Elevate Policy Lab and The Adjacent Possible; MOMS Stress Management facilitators; and human services leaders from Maine, Vermont, and the District of Columbia. Speakers delivered presentations on What is The MOMS Partnership?, MOMS in Practice – Lessons from Clinicians and CMHAs, and Operating MOMS in TANF and Related Programs.

Leaders in TANF and related programs operate in a complex, rapidly changing service environment. In fall 2022, OFA’s Project IMPROVE launched a nationwide Leadership Initiative to support leaders and emerging leaders from state, local, and Tribal TANF and related programs. The Leadership Initiative covered strategic and visionary leadership, tools for managing change and continuous improvement, operational management, supporting and advancing leaders of color, developmental supervision, and changing culture and practice. This brief summarizes the Initiative and links to slides of the content sessions.

These Office of Family Assistance practice briefs and tip sheets focus on trauma-informed practices in TANF programs. Each resource has been informed by State and Tribal TANF staff and former customers and provides practical tips to TANF staff on supporting and implementing trauma-informed practices to improve collaboration between staff and with customers:

The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance (OFA) held the 2022 OFA Regions IX and X State and Territory TANF Technical Assistance Virtual Meeting: Reorient, Reset, and Rise on August 2-4, 2022. This virtual event provided TANF program representatives an opportunity to hear from programs in OFA Regions IX and X about each program’s TANF structure, significant insight, and priorities. Also featured were sessions on State TANF essentials and how programs are using technology to further human-centered design in social services. An inspirational speaker concluded the meeting, delivering insights, guidance, and actionable strategies for thriving in the unfolding of the future of work.
