Do you know what success looks like related to coaching? Do you know how to use outcome measures? “Set, Measure, Report: Using Data to Improve Client Success” illustrates how to develop measures to document goal attainment related to economic mobility coaching, and how to use outcomes to continuously improve client success. The Administration for Children and Families (ACF) requests caseload data for October 2019 on the number of foster children supported with public funds and the number of children in families receiving TANF payments in excess of the poverty income level under the 2019 HHS Poverty Guidelines. The data will be used as part of a formula to allocate FY 2020 U.S. Department of Education, Title I, Part A of Elementary and Secondary Education Act (ESEA) funds. Data provided to ACF must include the name of the local education agency (LEA) (or county, if not available by LEA) and reporting code shown on the list. Form ACF-4125 must be submitted by December 31, 2019 by regular mail or e-mail. Failure to provide data will result in the loss of Title I funds.

This Office of Family Assistance-sponsored case study shares the experiences of the Department of Social Services of Anne Arundel County, Maryland in its use of OFA’s Online Work Readiness Assessment (OWRA) to improve the outcomes of its TANF participants. Maryland has been involved with OWRA since it was a pilot site in 2009. For this case study, county representatives recount the most useful parts of the tool in working with their participants towards self-sufficiency as well as potential places of improvement. They also detail the state’s data systems as well as the partnerships already established with two research institutions to explore avenues for determining OWRA’s impact.

This Office of Family Assistance dataset identifies combined federal TANF and state maintenance-of-effort (MOE) expenditures at national and state levels. The dataset, which includes tables and national and state pie charts, illustrates how the TANF and MOE funds were used for basic assistance; work, education, and training activities; and child care. The dataset also identifies in tables those funds that were transferred to the Child Care Development Fund.

This case statement highlights the American Job Center and its WIOA affiliates (called WorkSource) in the Pacific Mountain Workforce Region of Washington (PacMtn). In collaboration with state agencies and community partners, WorkSource offers three program tracks—work ready, work support, and education—to TANF customers based on their level of work readiness. Program staff also take a client-centered, integrated service delivery approach to address the needs of high-barrier customers. PacMtn WorkSource continues to strengthen its collaborations with a shared data system and regular meetings with all internal and external partners.

This National Skills Coalition brief offers guidance on how TANF and other public assistance programs could shift emphasis to skills and employment outcomes, like those used by WIOA common measures, rather than a procedural process that measures the work participation rate. WIOA identifies individuals facing barriers to entering the labor market. The Anoka County Job Training Center is the only WIOA job center serving the county. The American Job Centers in Pennsylvania (called PA CareerLink®) offer workforce services to TANF clients through the Employment Advancement Retention Network (EARN). As described in this brief, the PA CareerLink® in Lehigh Valley has developed a strong team-based culture, with staff organized by function instead of by program. This structure helps clients navigate the job center and encourages programs to exchange ideas, expertise, and data. These team-based collaborations are facilitated by regular meetings, cross-training on all programs, and staff and leadership dedicated to working toward integrated service delivery.
