States have discretion and flexibility in how they use TANF funds to provide services to families experiencing or at-risk of experiencing homelessness. Some states partner with their state-level housing departments, direct providers of homelessness services, local public housing agencies, and/or Continuums of Care (specifically Emergency Solutions Grants programs). This research-to-practice brief includes findings from a 2019 state TANF administrators survey, a review of state TANF plans, and a county TANF administrator survey highlighting differences between state and county approaches to identifying and assisting families experiencing homelessness.

The 20th Research and Evaluation Conference on Self-Sufficiency (RECS) was held virtually on October 13–15 and October 19–22, 2020. The conference sessions were organized in six thematic tracks: TANF Programs, Policies, and Populations; Employment and Mobility in the Labor Market; Youth Well-Being and the Transition to Adulthood; Strengthening Families, Fatherhood, Marriages, and Relationships; Evaluating Social Programs, Building Evidence, and Using Data; and Approaches to Alleviate Poverty and Expand Opportunity. This annual publication is a data almanac of TANF policies in all 50 states and the District of Columbia through July 2019, contained within the Welfare Rules Database. It provides comprehensive guidance on long-term rule changes on cash assistance programs and state policies from 1996 to 2019.

This Office of Family Assistance dataset includes financial data tables, interactive maps, and national and state pie charts to illustrate the uses of TANF and Maintenance-of-Effort funds and transfers in FY2019. The charts break down expenditures for TANF-allowable purposes into 15 categories, including basic assistance; work, education, and training activities; child care; refundable tax credits (state Earned Income Tax Credit programs); child welfare services; pre-K/Head Start; out-of-wedlock pregnancy prevention; non-recurrent short term benefits; work supports and supportive services (transportation, mental health/substance abuse counseling, domestic violence services, and financial education); services for children and youth (home visiting, mentoring, and after school enrichment); fatherhood and two-parent family programs; transfers to Social Services Block Grant programs; and program management for TANF administration.

This brief from the Office of Planning, Research and Evaluation presents graphics to illustrate variations among state TANF policies that are identified in the Welfare Rules Database. Visual depictions include comparisons on initial eligibility, benefit amounts, work and activity requirements, and ongoing eligibility and time limits for TANF recipients.

This updated report offers a detailed legislative history of TANF to the present. The report begins with the early years of Aid to Families with Dependent Children (AFDC) which preceded TANF, highlights the welfare reform debate of the 1980s and 1990s, and identifies the differences between AFDC and TANF. The report also contains a detailed legislative chronology of changes in TANF laws and regulations from 1996 to 2020.

The Office of Family Assistance published data tables which cover TANF and maintenance-of-effort separate caseloads and combined (TANF and SSP-MOE) by state and at the national level from October 2018 through September 2019. The tables are cross-tabbed to include total recipients, total families, total children, one-parent families, two-parent families, no parent families, adults, and monthly caseload data.

This research-to-practice brief profiles a needs assessment of TANF child-only cases undertaken as part of the Office of Family Assistance’s Assisting Special Populations to Improve Readiness and Engagement (ASPIRE) project. Researchers first conducted a literature search and then select interviews with state and local TANF agency officials in California, Idaho, Minnesota, New Mexico, New York, North Carolina, Ohio, Virginia, and Washington State. The brief describes three major categories of child-only TANF cases and provides a historical overview of how the TANF child-only caseload has changed in size over time. Additionally, the brief identifies needs pertaining to specific types of TANF child-only families, including non-parent caregivers, ineligible immigrant parents, and SSI recipient parents. Innovative models for alternative service delivery are highlighted.

As a result of the novel Coronavirus Disease 2019 (COVID-19) pandemic, the United States is amid a national emergency. In addition to the urgent public health crisis underway, families across the country are struggling to find work and access benefits as a result of business closures, stay in place orders, and social distancing measures. In addition, TANF agency business processes are upended as workers adjust their work schedules while working from a new location, caring for themselves or a sick relative, navigating the absence of childcare, or simply adapting to what is a stark contrast from previous expectations for everyday working and living. As more states adopt policies to combat COVID-19, TANF agencies and other human services providers are required to reimagine and adapt previous expectations, behaviors, and communication styles for a digital and dispersed environment.

In this facilitated webinar hosted by the Office of Family Assistance on April 9, 2020, presenters discussed the operational aspects of transitioning agency and frontline staff to remote work such as use of technology, data security, staff expectations and support, and communication. The webinar focused on sharing strategies for how TANF agencies can adapt to support their workforces, and in turn continue to address the growing needs of families across the country.
