As part of implementation of the Fiscal Responsibility Act (FRA) of 2023, state and territory TANF programs are required to submit the Work Outcomes of TANF Exiters Report by May 15, 2025. This report is mandatory for states and territories to submit on a quarterly basis.

 On May 9, 2025, jurisdictions that have a designated submitter will be granted access to the TANF Data Portal’s FRA Work Outcomes Data submission functionality.

The Office of Family Assistance’s TANF Outcomes Technical Assistance and Logistics (TOTAL) team delivers training and technical assistance to state TANF programs and partners responding to the Fiscal Responsibility Act of 2023 (FRA). The team hosted their May office hours, which reviewed the work outcomes of TANF Exiters Report submission requirements. A documentation template for Work Outcomes of TANF Exiters Report was made available as well.

The Office of Family Assistance released these resources to aid grantees in data reporting for TANF, SSP-MOE, and Tribal TANF.

This Office of Family Assistance information memoranda provides guidance regarding the definition of federal public benefits. In 1998, the Department of Health and Human Services identified 31 programs that provide federal public benefits. Albeit a few exceptions, these programs, including TANF, are required to verify immigration and citizenship status of applicants in order to ensure that only qualified aliens receive the programs' benefits and services.

The Office of Family Assistance published this Dear Colleague Letter to highlight a previously disseminated letter, Identifying and Ending Welfare for Illegal Aliens, to encourage states to align their programs to Executive Order 14218’s provisions and federal statutes and regulations, concerning restrictions on permitting illegal aliens to obtain cash or non-cash federal public benefits.

The team hosted their December office hours, which discussed work and education outcome measures, including eligibility, definitions, and calculations. Based on input from state TANF programs during the 2023 National TANF Directors’ Meeting, the Office of Family Assistance (OFA) developed five virtual Learning Collaboratives (LCs) on topics best addressed through a cohort-based, peer learning format. These LCs were designed to be a progressive series of interactive meetings that facilitated reflection, peer sharing, connection with experts, and human-centered design and planning activities to deeply explore facets of the collaborative topic. Sessions were held monthly from March to August 2024 for 60-90 minutes.

The Fiscal Responsibility Act of 2023 has prompted states to think about how they track employment and other outcomes of the TANF program. States have been interested in learning best practices in capturing and using data, and in hearing from other states about their data practices. The purpose of the Strengthening TANF Data and Reporting LC was to help participating states build knowledge, skills, and motivation to help their TANF programs strategically use their data to make evidence-driven decision that can support improved outcomes. Participating states included Arizona, Georgia, New Jersey, New York, North Dakota, South Dakota, and West Virginia.

This OFA resource highlights the Strengthening TANF Data & Reporting LC, including key takeaways and resources from each session as well as overall themes and future considerations for follow-up.

The U.S. Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance hosted the Regions IX and X State Temporary Assistance for Needy Families (TANF) Technical Assistance Meeting from August 29 to August 30, 2024 in Portland, Oregon. This meeting was designed to amplify programs’ wisdom in the room by fostering peer-to-peer learning and collaborative planning that will help jurisdictions innovate solutions that improve outcomes for families.
