National Conference of State Legislatures: Teen Pregnancy Prevention

Record Description
Adolescent pregnancy and parenthood are closely associated with a host of social and economic issues that affect teen parents, their children and society. Teenage mothers are less likely to finish high school and are more likely to live in poverty, depend on public assistance, and be in poor health than slightly older mothers. Their children are more likely to suffer health and cognitive disadvantages, come in contact with the child welfare and correctional systems, live in poverty, drop out of high school and become teen parents themselves. The National Conference of State Legislatures (NCSL) examines teen pregnancy prevention and provides statistics and resources related to teen pregnancy and educational achievement, economic wellbeing, youth in foster care, and federally funded initiatives.

A Place of Opportunity: Research Directions on Low-Income Neighborhoods and Fostering Economic Mobility

Record Description
Evidence suggests that neighborhoods matter for low-income individuals’ life trajectories. Extensive federal and foundation resources have been devoted to “place-based” strategies designed to help individuals by addressing the communities where they live. Two main strategies have emerged: 1) attempts to help people living in settings of concentrated poverty move to areas of economic opportunity, and 2) efforts to improve or preserve neighborhoods for current and future residents who have low incomes. This brief from MDRC summarizes information from recent studies of these strategies. For example, there were long-term benefits, such as higher incomes and college attainment, for children who were 12 or younger when their families moved to lower-poverty neighborhoods through the federal housing voucher program. However, encouraging low-income families to move to higher-income neighborhoods cannot be the only policy response. Instead, there must be complementary and interconnected strategies to improve neighborhoods for low-income residents and increase their mobility.

Building Skills through SNAP Employment & Training: Recommendations from Lessons Learned in Four States

The federal Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) program supports employment and training activities to increase self-sufficiency for SNAP participants. In 2015, the National Skills Coalition and Seattle Jobs Initiative partnered with Connecticut, Iowa, Maryland, and Oregon to help them expand their skills-based SNAP E&T programs. This policy brief shares the following recommendations based on lessons learned from that work: 1) Staff and stakeholders should work with SNAP E&T agency leadership to develop a vision for a skills-focused program and implement a strategy to achieve that vision; 2) States should use pilot programs to test strategies for expanding SNAP E&T programs; 3) SNAP E&T programs should build on the strengths of existing workforce development efforts and align with other programs, such as TANF; and 4) SNAP E&T programs should use federal funding and administrative tools to partner with community colleges and community-based organizations to provide services.

OFA National Policy Academy Webinar: Family Assessment Tools

The Office of Family Assistance and its Systems to Family Stability National Policy Academy hosted a webinar on Assessing Family History, Needs, and Well-Being to Improve TANF Services to Families on Wednesday, May 18, 2016 EDT. Many Temporary Assistance for Needy Families (TANF) programs, and other programs serving low-income individuals and families, are seeking ways to better measure and assess how family histories and current family functioning affect service planning and delivery. With the increased focus on intergenerational approaches across human service systems, many are seeking new and improved ways to improve overall family well-being. This webinar was designed to help Systems to Family Stability National Policy Academy, TANF, and other human service system stakeholders understand how assessing family functioning, history, and experience can improve outcomes for TANF and other human service system participants. Speakers discussed how family assessment tools are administered and used by TANF, child welfare, and other stakeholder programs. They also addressed how these tools can be used to measure improvements in family well-being and create opportunities to use data to improve service planning. Presenters included: Lisa Washington-Thomas from the Office of Family Assistance; Jill Tichenor from the Illinois Department of Children and Family Services; Debbie Davis from the Washington State Department of Social and Health Services; and Karla Aguirre and Marion Eckersley, both from the Utah Department of Workforce Services.
