The Missouri Model: Modernizing Benefit Delivery Through Partnership

The American Public Human Services Association hosted a webinar in September 2026 to discuss how Missouri was approaching benefit-delivery modernization through a partnership. State and technology leaders discussed what was working, the challenges they had encountered, and how modernization could be approached without simply starting over.

For Temporary Assistance for Needy Families (TANF) practitioners, the webinar provided an opportunity to consider how technology and partnerships could improve the experience of applying for and managing benefits while supporting agency staff. As states looked for ways to make human services more responsive and efficient, Missouri’s experience offered practical ideas for reducing administrative burdens and improving how families interacted with benefit systems.
