The final report is now available! The Administration for Children and Families Regions VI and VIII and the Employment and Training Administration Region IV came together to host the Client Success through Partnership: 2010 TANF and Workforce Meeting in Dallas, Texas from July 25-27, 2010. The meeting contained a series of targeted discussion forums, interactive plenary sessions, and peer-to-peer breakouts coordinated to improve partnership and collaboration among TANF and workforce programs. Over the two and one-half days, attendees were exposed to a variety of sessions presented by more than 20 distinguished experts and peers from the TANF, workforce, social service, and research communities.

Motivational Interviewing: Creating a Culture of Work and Academic Achievement

The Welfare Peer TA Network held a one day training on July 16, 2010 for the Workforce Solutions Texoma Board in Denison, Texas. The training, Motivational Interviewing: Creating a Culture of Work and Academic Achievement, was designed to help attendees identify strategies that motivate TANF participants to work and/or further their academic achievement. The training included a focus on motivating Texas TANF participants coded as exempt to participate in employment-related activities.

FBCO Partnerships with TANF Agencies: A Compendium

Record Description

As part of Phase 1 of the project (2007-2008), the TANF FBCO team collected information on 139 promising partnerships between Federal, State, or local governments and FBCOs that provide employment and self-sufficiency services to TANF participants and other low-income populations. This Compendium documents the core competencies and organizational components of each local organization. Site profiles identify each organization’s demographics, characteristics of the population served, services and outcomes, and information on their partnership. From this information search, 23 programs were selected for further study.

Georgians for Prosperity (G4P) EITC/Asset-Building Statewide Coalition Meeting

Record Description

The Peer TA Network provided technical assistance to Georgians for Prosperity (G4P), a committee dedicated to advancing awareness and participation in the EITC. G4P was created in October 2009. Subsequently, the Peer TA Network helped G4P bring together representatives from community-based organizations, foundations, local businesses, faith-based organizations, financial institutions, schools, and Community Action Agencies, as well as representatives from the Internal Revenue Service, the U.S. Department of Health and Human Services, and the Georgia Department of Human Services, for an EITC/Asset-Building Statewide Coalition Meeting that took place in Savannah on June 28-30, 2010. The meeting served as a way for participants to share information about the EITC and other asset-building programs; foster peer-to-peer learning; highlight promising practices on EITC outreach and free tax preparation from around the country; provide helpful tools for launching an EITC/asset-building campaign; develop a Statewide marketing campaign to promote such services; and facilitate the development of local and regional action plans for immediate implementation. Through this meeting, GA4P hopes to bolster efforts at establishing community partnerships, enhancing outreach, and, ultimately, improving access to the EITC and free tax filing assistance for low-income residents.

 

 

Tribal TANF Roundtable Series

Record Description

In recognition of the many case management and economic development challenges and opportunities present on Tribal lands, the Office of Family Assistance, in partnership with the Administration for Children and Families Regions VI and VIII, convened a series of Tribal Roundtable events to help address and capitalize on some of these issues. Attended by staff from sixteen different Tribal governments, the Roundtable series took place April 12-15 in Denver, Colorado, and featured three major sessions: Identifying Opportunities for Economic Development In Indian Country Roundtable; ACF Regions VI and VIII Tribal TANF Administrators Meeting, and; Identifying and Implementing Effective Case Management Strategies Workshop. With assistance from Federal and Regional staff and nationally recognized content experts and practitioners, Roundtable participants focused on a number of issues critical to the success and continued sustainability of their TANF programs. Topics covered during the Roundtable Series included job creation, green technologies, guidance on American Recovery and Reinvestment Act funding, and case management strategies that empower and motivate TANF participants and staff. Roundtable attendees were provided with tools, promising program models, and resources to assist in their local economic development, case management design, and program development efforts.

Opportunities for Summer Jobs for Youth through the American Recovery and Reinvestment Act of 2009 (ARRA)

On Wednesday, March 24, 2010, the United States Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance- Regions V and VII and the United States Department of Labor, Employment and Training Administration- Region V hosted an interactive videoconference on the uses of the American Recovery and Reinvestment Act of 2009 to improve summer employment for youth and low-income Americans. In addition, representatives from Los Angeles County presented on the successful use of ARRA funds, their strong TANF-WIA partnership, providing real life examples of how TANF and WIA agencies can work together to serve low-income youth and families with ARRA funds. HHS and DOL officials were on hand to answer questions and facilitate peer to peer dialogue.

Rural Communities Initiative: Implementing Strategies for Employer Engagement

Record Description

The Office of Family Assistance (OFA) hosted the Rural Communities Initiative Implementing Strategies for Employer Engagement Workshop in Louisville, Kentucky January 28-29, 2010. Six rural communities, as a component of ongoing technical assistance, attended to discuss promising practices and develop reasonable local action steps on the topics of employer outreach, subsidized employment, job placement and retention, and workforce intermediaries. The rural sites were introduced to the partnership between the City of Louisville and UPS with a presentation on the partnership and tour of the UPS Worldport facility. The sites developed concise action plans that summarized the key points and questions that emerged from their discussions and captured how the sites plan to use this information to develop concrete actions locally. Participants were provided with tools, replicable innovative models, and guidance on designing employer engagement opportunities to improve outcomes for TANF families.

Innovative EITC Marketing and Outreach Strategies

Record Description

The second Webinar in our EITC Series, this Webinar provided information on innovative EITC marketing and outreach strategies. Speakers from the Internal Revenue Service (IRS) provided a comprehensive overview of marketing materials available through the IRS’s Stakeholder, Partnerships, Education and Communication Office. Additionally, speakers from Oregon offered information on how to successfully market an EITC campaign through strategic messaging for employees and consumers and how to conduct direct outreach through community events.

Record Description

New York City’s Human Resource Administration designed and implemented the WeCARE program to assist the high number of TANF participants on their caseload with clinical barriers to work; the model has since been successful in moving clients with mental health and other needs off of cash assistance. This 2010 webinar provided TANF stakeholders with information on the program’s creation and implementation. Also available on PeerTA are reports from two site exchanges to WeCARE, with Wisconsin and Hawaii.

Laying the Groundwork for an EITC Coalition

Record Description

Widely praised for its success in supporting work and reducing poverty, the Earned Income Tax Credit (EITC) has grown to be one of the most successful and universally acclaimed provisions of U.S. domestic policy. In fact, several expansions in the late 1980s and early 1990s turned the EITC into the largest Federal aid program targeted to the working poor. Due to the potential impact of the EITC to support families in poverty, the Welfare Peer TA Network conducted a Webinar Series beginning January 6, 2010 on the EITC to give state agencies strategies for setting up a local or statewide coalition and to provide participants with strategies for improving outreach and marketing to and participation of TANF participants in the EITC program.
