This case statement describes the American Job Centers in Central Arkansas (called Arkansas Workforce Centers). Strategies to coordinate cash assistance and employment services for TANF recipients and job seekers include in-house referrals between TANF and WIOA, the development of a new integrated data system (ARWINS) to track participant outcomes, and information sharing among program staff. Through strong relationships with local workforce development boards and business partners, the Workforce Centers also offer work-based learning and subsidized employment opportunities to job seekers.

Texas’s Summer Earn and Learn (SEAL) program and the Promoting Readiness of Minors in Supplemental Security Income (PROMISE) programs in Arkansas are identified as successful examples of collaboration between vocational rehabilitation agencies and workforce boards. This Mathematica report also identifies key features of the programs so that policymakers can choose, develop, and adapt similar partnerships within their own context.

Stable and affordable housing continues to be an issue for low-income families as rental and home prices increase and wages may not rise in accordance. This webinar on September 25 is geared toward SNAP Employment and Training stakeholders to demonstrate ways in which SNAP programs can implement approaches to job training that facilitate housing stability for benefit recipients. Drawing on examples from Massachusetts and Arkansas State SNAP agencies, links between housing and workforce initiatives will be highlighted and their importance emphasized to overcome rent burden and homelessness for vulnerable populations.

In this issue brief, the National Skills Coalition proposes a $500 million Career Pathways Support Fund that would allow community colleges to provide classes and support services to non-traditional and low-income students pursuing job-driven degrees and certificates. The issue brief describes the need to support the need for postsecondary education for low-income working adults, since 80% of jobs will require some postsecondary training. Arkansas, Iowa, and North Carolina have all pursued statewide career pathways initiatives and there is some federal support for career pathways, but these efforts are not sufficient to fulfill the demand for postsecondary training that leads to high-wage employment. The Career Pathways Support Fund would fund partnerships between community colleges and employers that would offer students courses and support services leading to an industry-recognized credential.

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA), Regions VI and VIII hosted the Bi-Regional TANF Technical Assistance Meeting on June 28-30, 2016 at the Region VI Program Office in Dallas, Texas. The meeting brought together TANF program directors and other stakeholders to discuss innovative strategies and collaborations to learn strategies, engage in strategic dialogue, and build linkages with peers to improve program outcomes and promote economic and social independence for individuals, children, and families. During the meeting, attendees engaged in listening sessions and discussions, shared best practices, and participated in workshops and action planning in order to more successfully serve the program participants in their communities.

Since 2006, the Arkansas Career Pathways Initiative has used TANF funds to help eligible parents attend community and technical colleges across the state for education and training to prepare them for well-paying jobs in high-demand industries. This evaluation report from College Count$ details findings showing that over half of participating parents graduated college with an associate degree or technical certificate, which is more than twice the rate of their peers across Arkansas. Additionally, the study suggests that students enrolled in 2011 earned more than $3,000 annually in their first year after degree completion than their TANF counterparts in similar types of jobs.

The meeting brought together Tribal Temporary Assistance for Needy Families (TANF) and Native Employment Works (NEW) stakeholders to discuss innovative strategies and collaborations to promote economic and social well‐being for individuals, families, and tribal communities. During the meeting, tribal representatives engaged in talking circles and listening sessions, shared best practices, and participated in workshops and action planning in order to more successfully serve the program participants in their communities.

The Administration for Children and Families' Office of Family Assistance (OFA) Regions V, VI, VII, and VIII hosted a webinar, "Grandparents Raising Grandchildren and Other Child-Only Issues" on Wednesday, August 20, 2014 from 2:00 p.m. to 3:30 p.m. EDT. This webinar was the second in the 2014 Regions V, VI, VII, and VIII Tribal TANF webinar series "Addressing the Needs of Children." The Webinar provided strategies for addressing the needs of the growing population of grandparents who are raising their grandchildren, particularly those with child-only, TANF-eligible grandchildren. The speakers provided strategies and resources that were relevant to both social service providers and grandparents.

The Administration for Children and Families' Office of Family Assistance (OFA) Regions V, VI, VII, and VIII hosted a webinar, "TANF Children Endangered by Drug Use" on Tuesday, August 12, 2014 from 2:00 p.m. to 3:30 p.m. EDT. This webinar was the first in the 2014 Regions V, VI, VII, and VIII Tribal TANF webinar series: "Addressing the Needs of Children." It addressed the growing issue of protecting children in environments of increasing drug use. Key topics included: identifying when a child is exposed to drug use in his/her home; implementing processes for addressing the needs of drug endangered children; and strategies for keeping a child's life stable when his/her family is unstable.

The Region VI State TANF Meeting: Building a Path to Family Stability, convened by the Administration for Children and Families, Office of Family Assistance, took place on September 23 - 25, 2014 in Dallas, Texas. The meeting brought together TANF program directors, stakeholders, and State administrators to learn strategies, engage in dialogue, and build linkages with peers to improve program outcomes and promote economic and social well-being for individuals, children, and families. Specific topics covered during the meeting included: moving towards evidence-based practices; engaging non-custodial parents to improve child and family outcomes; improving effective programming for families facing homelessness; working with victims of family violence; and addressing the needs of rural TANF participants.
