The U.S. Department of Health and Human Services, Administration for Children and Families (ACF), Office of Family Assistance (OFA) conducted the 2021 National TANF Directors’ Meeting from September 20 - 24, 2021. During this concurrent workshop, presenters from the TANF Data Collaborative (TDC) provided key insights from the toolkit developed for TANF administrators about the realities of accessing, linking, and analyzing wage records to inform policy and programming. Solutions for common data access barriers and an overview of key methods for linking TANF data with other datasets were also discussed with the goal of equipping participants with actionable strategies to facilitate data integration.

The Office of Family Assistance has made available preliminary FY 2020 TANF and state maintenance-of-effort (MOE) expenditures and transfer data. The data is available in tables and an interactive map, as well as national and state pie charts. Data is broken down by category of activity, including basic assistance; work, education, and training activities; and child care (including funds that states transferred to the Child Care and Development Discretionary Fund).

During this concurrent workshop, representatives of the TANF Data Collaborative overviewed three pilot projects showcasing their experiences. California examined wage progression for TANF participants who have left the program. New York organized its data into cohorts and spells, which is valuable in providing information about the duration of TANF receipt, reentry, and basic outcomes, and Utah created an analytic file to examine characteristics that predict a cohort of “leavers” returning to TANF.

This Administration for Children and Families webpage on the Pandemic Emergency Assistance Fund (PEAF) includes a fact sheet on the Fund’s purposes and identifies the PEAF allotment for state TANF agencies.

This Administration for Children and Families Program Instruction (PI) offers initial guidance on the Pandemic Emergency Assistance Fund (PEAF). The PI notes that state, tribal, and territorial TANF agencies are required to make a one-time election of the amount of its allotment under the Pandemic Emergency Assistance Fund no later than April 25, 2021 (for state TANF agencies) and June 9, 2021 (for TANF agencies serving tribes and territories).

The PI guidance covers several topics of interest, including: the allotment formula for PEAF funds (with accompanying tables on the allotments for states, tribes, and territories); the deadlines for the one-time election by TANF agencies to request funds; the reallotment of unused funds; the expenditure period for PEAF funds; use of funds for administrative costs; use of funds for non-recurrent, short term benefits (NRSTs); the eligible recipients of NRSTs; a statement about non-supplantation; expenditure data filings under Forms ACF-196R, ACF-196T, and ACF-196TR; instruction on TANF Plan Amendments; and guidance on the spending cap for territories. The PI also notes that direct inquiries about PEAF are to be made to regional TANF Program Managers.

Coaching is a person-centered, strength-based way of working with others that helps them direct the changes they want to make in their own lives. The Office of Family Assistance has made available to State and Tribal TANF agencies and Native Employment Works (NEW) programs a 14-module eLearning Curriculum called “Coaching for Success.” This curriculum aims to leverage coaching techniques to support employment case managers. Taken over time or for a specific topic, these self-paced modules on active listening, powerful questions, emotional intelligence, praise, and other important techniques can elevate TANF case management services. “Tribal TANF – The Basics and Beyond” and “Tribal TANF Data – The Basics” are two online learning modules intended to support Tribal Temporary Assistance for Needy Families (TANF) staff or any individual interested in learning more about the Tribal TANF program through step-by-step instructions and screenshots. “Tribal TANF – The Basics and Beyond” covers topics such as Tribal TANF program flexibility, the purposes of TANF, proper uses of TANF funds, TANF work requirements and time limits, as well as strategies for TANF program management and achieving program goals and objectives. “Tribal TANF Data – The Basics” describes the background of Tribal TANF data collection and submission, the process of installing data reporting software, steps for submitting quarterly TANF data reports, and an overview of how tribes calculate work participation rates.

Through the TANF Works! Series, the Office of Family Assistance seeks to disseminate information about promising practices within the Temporary Assistance for Needy Families (TANF) field that can be scaled or adapted by other programs. The series includes three components:

• Emerging Practices Series – Special topics briefs and a three-part webinar series share strategies implemented by TANF programs to help low-income individuals gain and maintain employment.
• TANF-WIOA Collaboration Series – Fourteen case statements highlight the collaboration between TANF and WIOA agencies in 19 locations across nine states to improve service coordination for job seekers.
• Coaching for Success Series – This toolkit offers strategies for integrating client-centered coaching practices into TANF programs. Resources include topical webinars, tip sheets, and multi-page guides.

TANF Works! is part of the Integrating Innovative Employment and Economic Stability Strategies (IIEESS) project, which supports TANF agencies and their partners in identifying, adopting, and sharing innovative practices to improve employment outcomes for low-income individuals.

The Office of Family Assistance will be livestreaming sessions from the 2019 National Tribal TANF/NEW Summit on September 16-17, 2019, and the 2019 National TANF State Directors’ Meeting, Helping Families to Overcome: Partnering to Build a Stronger Society on September 17-19, 2019. Both events will be held in Arlington, Virginia, and will provide state, tribal, and territory TANF administrators, staff, and stakeholders with actionable and replicable implementation strategies for improving employment and self-sufficiency outcomes for customers and families.

TANF Data Collaborative: Assessment of TANF Data Analytic Needs and Plans to Address Them

As part of the TANF Data Innovation (TDI) project, a needs assessment of TANF state agencies was conducted in early 2019 that focused on the use of TANF data and other related state program data, priorities for data analysis and research, and states’ preferences on technical assistance.  Speakers will provide an overview of the states’ research and analysis on data infrastructure, data sharing, priorities for data use, and use of employment and earnings data. They will also describe how the TANF Data Collaborative, an initiative of TDI, is planning on addressing the identified needs through a robust pilot and training and technical assistance effort.

WIOA and TANF Integration: Uncovering the Benefits of Blending Funding through Interagency Services Agreements

Since the enactment of Workforce Innovation and Opportunity Act (WIOA), TANF agencies and workforce development/labor agencies have taken steps to align their services to best help TANF such as fund blending and braiding. Yet, there are often barriers to this blending and braining of funds such as different rules between agencies and resistance to organizational change. Participants in this workshop will hear how Massachusetts overcame such challenges using Interagency Service Agreements (ISAs), which set expectations for collaboration, service delivery, and performance.
