OFA Webinar: Creating Tribal TANF and WIOA Partnerships to Connect Tribal Families to Employment

The Office of Family Assistance held a webinar on “Creating Tribal TANF and WIOA Partnerships to Connect Tribal Families to Employment” on July 20, 2016, from 2:00-3:15 p.m. ET. This webinar provided an opportunity to hear about partnerships between Tribal TANF agencies and local Workforce Innovation and Opportunity Act (WIOA) providers. Tribal employment and training agencies often face job placement challenges common to many remote and rural areas – namely, a small pool of employers, few job openings, and limited education and training opportunities in high demand labor areas. For these reasons, it is critical that Tribal TANF participants have the skills necessary to compete for jobs that already exist or are growing within the region. Local WIOA providers can help build the skills of Tribal TANF participants by providing job training and adult education services targeted to in-demand jobs in the region. Speakers from four organizations—Department of Labor, California Indian Manpower Consortium, Southern California Tribal Chairman’s Association, and Cankdeska Cikana Community College—discussed the innovative partnerships they have formed between Tribal TANF and WIOA to help move families toward self-sufficiency.

Data Exchange Standards for Improved Interoperability of Multiple Human Service Programs

Record Description
Recent changes in statutes have required the Administration for Children and Families (ACF) to issue a regulation to set standards for data exchange for human service programs including Temporary Assistance for Needy Families (TANF). This Federal Register notice by ACF requests public comments on approaches and tools to meet the statutory requirements and support program objectives most effectively, as well as how to expand the use, sharing, and analysis of data to improve results. Comments are due by January 7, 2019.

2017 National Tribal Summit

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Family Assistance (OFA), held the 2017 National Tribal Summit at the Renaissance Arlington Capital View Hotel in Arlington, Virginia on August 16-18, 2017. Sponsored by the Office of Family Assistance (OFA), the 2017 National Tribal TANF Summit brought together program administrators, stakeholders, and leaders. The event provided attendees with opportunities to interact with peers, hear from experts in the field, and share best practices and the latest self-sufficiency research, with the common goal of improving Tribal TANF programming to benefit families in need.

A Snapshot of Maryland's TANF/WIOA Alignment Process: "It's the Right Thing to Do"

The Workforce Innovation and Opportunity Act (WIOA) is the first federal legislative reform of the public workforce system in over 16 years. It presents unique opportunities to increase the economic opportunities and stability of disadvantaged jobseekers. The state of Maryland became one of only 29 states and 2 territories that opted to develop a Combined State Plan which aligns its workforce and Temporary Assistance for Needy Families (TANF) programs across the state, requiring its 12 Local Workforce Areas to design distinct implementation plans responsive to the population needs in each of Maryland’s 24 counties (and Baltimore City). This report, developed through the Office of Family Assistance, details Maryland’s TANF/WIOA Alignment Process.

Launching Careers with Assessment Data and Labor Market Information

Record Description

For long-term employment and career advancement, it is important that clients are placed in jobs that align with their education, experience, interests, and skills, as well as local labor market information (LMI). Workers can utilize assessment data and labor market information (LMI) to help clients make informed decisions about their career aspirations, including potential earnings, projected number of job openings, and entry level education needed.

The Online Work Readiness Assessment (OWRA) has linked work experiences and career interests of individuals with LMI to strengthen client pathways toward self-sufficiency. In this facilitated webinar, attendees learned how programs have used assessment data and LMI to enhance the types of services offered to clients and improve employment outcomes. The webinar also explored the comprehensive OWRA tool and its LMI functionality. The interactive webinar was held on December 6, 2017 from 2:00 p.m. to 3:30 p.m.

OFA Webinar: How the Project IMPROVE LI2 Process Can Help Your TANF Program Improve Outcomes for Low-Income Families

Record Description

Project IMPROVE, which is funded by the Office of Family Assistance (OFA), is a training and technical assistance resource for TANF programs interested in improving outcomes for low-income families. Under contract with OFA, Mathematica Policy Research works in partnership with state and local TANF agencies using the Learn, Innovate, Improve (LI2) process to execute collaborative, evidence-informed program change. LI2 was developed by Mathematica in partnership with the Center on the Developing Child at Harvard University with support from the Administration for Children and Families, Office of Planning, Research and Evaluation. This process has been or is being used in dozens of TANF and workforce agencies across the country to design, implement, and test innovative strategies to improve program performance and client outcomes.

This OFA-sponsored webinar on October 26th from 1:00 - 2:30 p.m. EST provided an overview of the LI2 process, drawing upon recent examples of how it has helped large and small, urban and rural TANF programs make targeted improvements and manage change. We highlighted innovations that have emerged from TANF programs using this process. Presenters included Michelle Derr and Jonathan McCay from Mathematica Policy Research, Dena Jardine from the Larimer County Workforce Center in Colorado, and Noelle Simmons from the San Francisco Human Services Agency.

OFA Webinar: Improving Economic Stability for TANF Families by Engaging Non-Custodial Parents in Employment Services

Record Description

Recognizing the valuable role of non-custodial parents (NCPs) in the lives of their children, there are a variety of programs that engage NCPs in employment services designed to increase the financial stability of both the NCP and the custodial family. Research has demonstrated that employment programs for low-income NCPs have far-reaching effects of improving family outcomes. When TANF families receive reliable child support payments, they are more likely to experience improved economic stability and enhanced family well-being due to a more consistent and predictable flow of income each month. In order for NCPs to provide such support, they need steady income through long-term livable wage employment. However, similarly to TANF participants, many NCPs struggle with a variety of employment barriers that are prohibitive to obtaining and maintaining stable employment.

 

An interactive webinar, Improving Economic Stability for TANF Families by Engaging Non-Custodial Parents in Employment Services, was held on September 13, 2017 from 1:00 p.m. - 2:30 p.m. EST. During the webinar, programs that serve NCPs shared how they support NCPs in addressing employment barriers and connecting them to meaningful long-term employment.
