The following report describes the Urban Partnerships for Welfare Reform Academy II that took place in Minneapolis, Minnesota from October, 26-29 2003 to continue partnerships and foster collaboration to improve service delivery and TANF implementation for families residing in urban areas.

The United States Department of Health and Human Services, Administration for Children and Families, Office of Family Assistance (OFA) and Office of Child Support Enforcement (OCSE) and the United States Department of Labor, Employment and Training Administration (ETA) hosted a technical assistance teleconference for Newark, New Jersey’s Workforce Investment Administration. As an outgrowth of the OFA-sponsored Collaboration Initiative, Newark requested additional technical assistance on an innovative non-custodial parent initiative being integrated into the child support enforcement and workforce administrations in San Antonio, Texas.

The Office of Family Assistance (OFA) hosted a Rural Communities Initiative Economic Development Roundtable in Spring 2009 to strengthen economic development activities among programs serving TANF participants in rural communities. Nine rural communities—as a component of ongoing technical assistance—attended the Rural Communities Economic Roundtable in Portland, Maine, June 8-9, 2009 and developed economic development strategic plans for their local communities. Participants were provided with tools, replicable innovative models, and guidance on designing economic development opportunities to improve the employment opportunities for TANF participants and assist them in becoming more self-sufficient.

In California, as in much of the country, the Temporary Assistance for Needy Families (TANF)/California Work Opportunity and Responsibility to Kids (CalWORKs) welfare-to-work program has been highly successful in reducing welfare caseloads. California has reduced its welfare caseload by 50 percent since 1996 and has shown marked success in implementing employment services and supports that help TANF participants overcome barriers to work and become more self supporting. However, many California counties are currently facing greater challenges moving their remaining CalWORKs participants into the workforce and meeting the new federally mandated work participation requirements. The state of California and its county partners are looking for new and effective programs and tools to aid them in reengaging sanctioned individuals; developing new opportunities for participants in the labor market; and linking these individuals to the skills training they need to become “work ready.” Faced with this challenge, the California Department of Social Services (CDSS) partnered with the U.S. Department of Human and Health Services Administration for Children and Families (ACF) Office of Family Assistance (OFA), to develop the California Counties Technical Assistance (TA) Academy as a way to focus on solutions and strategies to enhance California’s work participation rate. This Academy was a facilitated two and a half day event designed to introduce staff from 18 California counties to new programs, strategies, and ideas in order to strengthen their capacity to achieve higher levels of work participation rates.

At the request of the Utah Department of Workforce Services, the OFA Peer TA Network sponsored this event to assist participants in improving systems and resources for providing services to TANF participants residing in rural areas. This Roundtable included participants from the Utah Department of Health and Welfare’s Regional Offices, and representatives from programs in Texas, New Mexico, Virginia, and Vermont. Partner states presented on innovative ways to serve rural families and address barriers to employment in States with large rural areas. Networking sessions afforded participants the opportunity to leverage the Roundtable as a catalyst for action planning efforts across and among regions in the State of Utah.

This report describes this Rapid Response Technical Assistance event held in Washington, DC, September 5-6, 2001. The purpose of this conference was to give practitioners an opportunity to exchange information on experiences, learn of promising program strategies, and consider what can be done in to carry out the next phase of welfare reform.

This report details the three day Leadership Conference of ACF's West Central Hub. Topics discussed include fatherhood, healthy marriages, faith-based and community initiatives, and positive youth development.

The following report describes the Urban Partnerships for Welfare Reform Academy that took place in Dallas, Texas from February 2-4, 2003 at the Fairmont Hotel-Dallas.

The Peer Technical Assistance (TA) Network, funded by the Administration for Children and Families (ACF), Office of Family Assistance (OFA), Department of Health and Human Services (DHHS) coordinated this rural workshop involving select representatives from twelve States from across four ACF Regions. State agency representatives were present from a variety of agencies including TANF, WTW, transportation, economic development, and domestic violence. Private sector speakers included a town mayor, a chief executive officer for a mass transit district, directors of several State coalitions against domestic violence, and key individuals from various private state-wide welfare service organizations. States represented included Arkansas, Florida, Iowa, Illinois, Indiana, Missouri, Mississippi, New York, North Carolina, Oklahoma, Tennessee, and Wisconsin.

The purpose of this one-day workshop was to promote the sharing of ideas and innovative practices designed to assist rural communities to effectively collaborate and utilize community resources to move welfare recipients toward employment and self-sufficiency. During the workshop, participants examined partnership building and the importance of collaboration among and between state, local, and community agencies as a key element in addressing many welfare reform issues. Collaboration among the following agencies was discussed: welfare, transportation, domestic violence, and economic, community, and housing development.
