The Office of Family Assistance initiative, “Leveraging America’s Social and Economic Resilience TANF Learning Community” (LASER TLC), supported ten TANF Programs across the country as they worked to address the challenges of human service delivery in response to the COVID-19 pandemic, and focused on improving and delivering more responsive services to their TANF families. This document shares North Carolina Work First’s journey during their participation in the 18-month learning community. The site journey conveys how their LASER TLC site team, along with support from their dedicated coaching team and application of the LI2 framework, contributed to developing their action plan and strategizing the implementation of their change agenda to benefit TANF families.

Dear Colleague Letter (DCL) - ACF Post Disaster Housing Assistance

Record Description

This Dear Colleague Letter (DCL) provides information on four programs operated by the Administration for Children and Families (ACF) whose funding may be used to provide post-disaster housing assistance following a natural disaster: Temporary Assistance for Needy Families (TANF), Community Services Block Grant (CSBG), Low Income Home Energy Assistance Program (LIHEAP), and Social Services Block Grant (SSBG). Funds can be used for temporary housing such as motels or hotels, minor home repairs, cooling centers during the day, or short-term rental or mortgage assistance.  A summary chart outlines the benefits, availability of assistance, eligibility, the form of benefits, and contact for more information for the TANF, CSBG, LIHEAP, and SSBG programs. The DCL and an accompanying factsheet will be featured in an ACF-sponsored webinar on September 20, 2023.

ACF Emergency and Disaster Waivers and Flexibilities

Record Description

This updated Administration for Children and Families (ACF) Emergency and Disaster Waivers and Flexibilities document contains programmatic and administrative information on each ACF program that has emergency waivers and flexibilities. It was developed by the Office of Human Services Emergency Preparedness and Response (OHSEPR) in collaboration with ACF Program Offices to emphasize an all-hazards approach; this means the waivers and flexibilities may apply to any potential disaster (e.g., hurricanes, tornadoes, and wildfires) or public health emergency. Waivers refer to U.S. Department of Health and Human Services’ dispensations from rules or penalties that can assist grantees in preparing for or responding to an emergency or disaster. Flexibilities refer to authorities available to grantees under existing law or regulation that may be used to provide services or operate their federally funded programs to prepare for or respond to an emergency or disaster. Each program is the final authority on the application of its programs' waivers and flexibilities.

National Association for Welfare Research and Statistics Research Conference

The National Association for Welfare Research and Statistics (NAWRS) Research Conference will take place from October 8 to 11, 2023 in Salt Lake City, Utah. The conference’s theme is “Learning from a Shifting World: Opportunities and Challenges in the Delivery of Social Supports, ̋ and it will convene human service providers and researchers to share what they have learned from the past and what they are striving for in the future. Participants will share the research to practice connections of programs across the human services spectrum including cash and food assistance, child support, and childcare. There is a fee for registration.

OFA Webinar: Post-Disaster Housing Assistance

In observance of National Preparedness Month, the Office of Human Services Emergency Preparedness and Response, the Office of Family Assistance, and the Office of Community Services held a webinar on September 20, 2023. This webinar featured a panel discussion on an Administration for Children and Families (ACF) Dear Colleague Letter and a factsheet on post-disaster housing assistance for disaster survivors that may be available through four ACF programs. These programs include Temporary Assistance for Needy Families (TANF), Community Services Block Grant (CSBG), Low Income Home Energy Assistance Program (LIHEAP), and Social Services Block Grant (SSBG).

OPRE/OFA Welfare and Family Self-Sufficiency Learning Agenda

Record Description

The Welfare and Family Self-Sufficiency Learning Agenda (WFSSLA) was developed by the Office of Planning, Research and Evaluation’s Division of Economic Independence and the Office of Family Assistance (OFA). It guides the development and execution of the Division and OFA’s activities to learn how TANF and other human services best support the self-sufficiency and economic well-being of children and families with low incomes. The WFSSLA includes briefs for workstreams, or focal domains, to build knowledge about effectively fostering family economic security, stability, and self-sufficiency. Each brief synthesizes learning to date in that area based on key Division of Economic Independence projects; discusses select remaining gaps in knowledge; lists learning questions to inform future learning activities; and includes a table listing current Division projects pertaining to the workstream.

Self-Nomination Submission Reminder: New Federal TANF and Child Welfare Partnership

Record Description

The Administration for Children and Families, Office of Family Assistance, in partnership with the Children’s Bureau, announces a new TANF-Child Welfare Learning Community. The “Families Are Stronger Together: TANF & Child Welfare Partnering for Prevention Learning Community (FAST-LC)” will center on innovative prevention strategies to strengthen families and mitigate and reduce their involvement with the child welfare system through partnerships between TANF and Child Welfare programs. The FAST-LC is a one-year initiative slated to launch in September 2023 and conclude in September 2024. An August 10, 2023 webinar discussed the self-nomination process and benefits of the FAST-LC.

Self-nomination packages are due by Thursday, September 7, 2023, at 6:00 pm ET and can be obtained by emailing TANF-CWLearningCommunity@blhtech.com.

New TANF Employment Outcomes Rules: What States Should Know

Record Description

The Fiscal Responsibility Act of 2023 introduced changes that require states to report on specific employment and education outcomes for people after they stop receiving TANF cash assistance.  Mirroring the Department of Labor's Workforce Innovation and Opportunity Act programs, these measures cover employment, employment retention, employment earnings, and attainment of a high school degree. This Urban Institute fact sheet is a resource for states, federal staff, and agency leaders implementing the new law.  Drawing insights from the 2018 report called Measuring Employment Outcomes in TANF, the fact sheet helps explain the challenges and opportunities of measuring and interpreting employment outcomes.
